Over the next thirty years, the Dutch government aims to secure "a strong and innovative greenhouse sector that can continue to produce reliably, even under changing climate conditions." This goal is outlined in the draft Nota Ruimte (the new national spatial planning vision under the Environment and Planning Act) published on September 26. Dominique van der Hoeven reported on the plans on behalf of Glastuinbouw Nederland.

The Nota Ruimte envisions an important spatial role for the further development of the country's greenports and other greenhouse clusters. These areas are recognized as essential for the sector's long-term success. The document stresses the importance of safeguarding both the available space and the quality of these regions, preventing the loss or fragmentation of valuable horticultural zones. Protecting greenhouse areas that are future-proof is officially designated as a national interest, serving as a cornerstone for developing a circular greenhouse industry by 2040.

Further concentration
The future of the Dutch greenhouse sector will revolve around intensification, innovation, and clustering. Concentrating production sites to replace scattered greenhouse areas will help maintain efficiency and sustainability, while still allowing room for innovative entrepreneurs outside the main clusters. Where space within existing clusters is limited, new concentration zones could be developed in suitable locations.

Societal challenges
The Nota Ruimte also connects the greenhouse sector to major societal issues, such as energy and water management, which are identified as key conditions for sustainable growth. The document highlights the sector's potential contribution through the use of geothermal energy, residual heat, and CO₂ reuse, as well as through circular water systems and enhanced water buffering capacity.

'Supportive boost'
Glastuinbouw Nederland welcomes the Nota Ruimte as a strong endorsement of the sector's importance and acknowledges the spatial challenges ahead. "Implementing these plans at regional and cluster levels will certainly bring its share of challenges," said Dominique van der Hoeven. "That's why close cooperation between government, businesses, and research institutions remains essential—to put the Nota Ruimte into practice, align it with our own Environmental Vision, and turn our shared ambitions into reality."
